[The Accommodation Fund’]

The Accommodation Fund is a fund of £2m which was awarded by the Department of Education in 2010 to Iontaobhas na Gaelscolaíochta [InaG} as a result of a number of submissions from InaG to address the deficit in the quality and quantity of accommodation in the developing Irish medium sector in the north. IME schools that are still in their viability period are not entitled to capital grant aid. While the DE met the wage and running costs of the developing schools they did not provide capital costs to meet the accommodation needs of the school.

As a result of this situation InaG argued that, in effect, the schools were being set up to fail; despite offering a high standard of education the poor physical condition of the accommodation acted as a disincentive to all but the most enthusiastic parent to commit his/her child to the local bunscoil.

Working in partnership with the Estates Operations Team in the Department of Education, InaG provided a number of accommodation schemes for Gaelscoil na Móna, Belfast [part-funded from the accommodation fund] Bunscoil Bheanna Boirche, Castlewellan and Gaelscoil Éanna, Glengormley. These accommodation schemes were system-build, bespoke units that were of a very high specification and enabled the school to deliver the curriculum in full. The accommodation schemes gave parents the confidence that the Irish medium option was a permanent arrangement, which provided a much needed boost for the schools and helped the schools to grow and become viable schools under the DE’s Sustainable Schools Policy.

Since then, both Gaelscoil Éanna and Bunscoil Bheanna Boirche are flourishing and are now in the next phase of their development, while Gaelscoil na Móna is now close to meeting the criteria as a viable school. The latest accommodation scheme due for completion in October 2015 is Gaelscoil Ghleann Darach in Crumlin, which will be the biggest and most ambitious accommodation scheme to date.

The scope of the accommodation fund has expanded to include urgent repairs and health and safety issues in the existing accommodation units, as well as enabling works for new accommodation units which have been provided under the revised rental policy adapted by the DE. The net result of these measures is that the physical infrastructure of the more recently established IME schools is much better that it was 5 years ago. No-one is being complacent because there is still a small number of schools in challenging circumstances, but there is now an established pathway developed by the DE and InaG in partnership to meet the accommodation needs of developing IME schools in a timely fashion.

Thug an Roinn Oideachais deontas £2m sa bhliain 2010 do Iontaobhas na Gaelscolaíochta i ndiaidh roinnt aighneachtaí ó InaG a chur ar a shúile don RO an bearna mór in earnáil fhorbartha na Gaelscolaíochta sa tuaisceart ó thaobh caighdeán agus soláthar na cóiríochta. Níl bunscoileanna nach bhfuil an tréimhse inbhuanaitheachta bainte amach acu i dteideal deontas caipitil. Fuair na scoileanna maoiniú stáit ar na costais tuarastail agus reatha ach ní raibh siad i dteideal deontas caipitil.

Chuir InaG ina luí ar an RO nach raibh ach teip i ndán do na gaelscoileanna sin dá bharr; in ainneoin oideachas den scoth a sholáthar chuir an droch chóiríocht as do gach duine diomaite den tuismitheoir is díograisí a pháiste/páiste a chlárú leis an bhunscoil áitiúil.

D’oibir InaG i bpáirt leis an Fhoireann Oibríochta Eastát [FOE] de chuid na RO le roinnt scéimeanna cóiríochta a sholáthar do Ghaelscoil na Móna, Béal Feirste [páirt mhaoinithe ón Chiste Chóiríochta], Bunscoil Bheanna Boirche, Caisleán Uidhilín agus Gaelscoil Éanna, Gleann Gormlaithe. Is de dhéanamh ‘tógáil chórasach’ na haonaid shaincheaptha seo a bhfuil sonraíocht iontach ard iontu a d’fhág ar a gcumas an curaclam a sholáthar ina iomláine ag na scoileanna seo. Thug na scéimeanna cóiríochta seo muinín do na tuismitheoirí fá inbhuanaitheacht na gaelscolaíochta mar rogha oideachais dá bpáistí, a chuir borradh faoi na scoileanna agus a chuidigh leo critéir inbhuanaitheachta na RO a bhaint amach faoi Pholasaí na Scoileanna Inbhuanaithe.

Tá ag éirí go geal le Gaelscoil Éanna agus Bunscoil Bheanna Boirche ar aon ó shin i leith agus tá siad ag treabhadh chun cinn agus tá Gaelscoil na Móna ar tí na crítéir inbhuanaitheachta a bhaint amach gan mhoill. Is do Ghaelscoil Ghleann Darach a bheas an scéim chóiríochta is úire agus is mó chuige seo a bheas críóchnaithe fá Dheireadh Fómhair 2015.

Cuimsíonn an Ciste Cóiríochta deisiúcháin phráinneacha agus obair riachtanach a bhaineann le rialacha sláinte agus sábháilteachta anois, chomh maith le hobair chumasaithe d’aonaid chóiríochta nua a cheadaigh an RO faoin pholasaí cíosa leasaithe. Mar bharr ar an iomlán, tá crot fisiciúil i bhfad níos fearr san earnáil fhorbartha anois thar mar a bhí 5 bliana ó shin. Ní ionann sin is a rá go dtig ár sciste a ligean is suí siar, nó tá líon beag scoileanna go fóill atá ag streachailt le cóiríocht nach bhfuil thar mholadh beirte, ach tá nósanna imeachta nó cosán anois oibrithe amach idir InaG i bpáirt leis an RO tabhairt faoi riachtanais chóiríochta na ngaelscoileanna i mbéal forbartha in am trátha.
